Default Canon 400D and moving cars

Can someone tell me how I can get the "red line" effect of moving cars with my new camera.
I'm very new to this and want to learn.
I set the camera for a 10 second exposure but just comes out white.

Thats because it's overexposed,
you need to do it in the dark, use a low ISO and try different apertures.
I'd probably start with ISO100, and aperture priority mode set at f/11 ish and go from there.

Yes a Merv said, needs to be done in the Dark or low light.
I usually use ISO100, will be trying some out on ISo200.
Don't forget to use a tripod.

If you aren't doing this in the dark you will need some ND filters to limit the light entering the aperture.
