All done in CS2 Paul, in this case I used the channel mixer to convert to mono, followed by a selective colour layer to control the tones and then a high pass filter to sharpen, but any conversion method will do. The softness and contrast comes from a simple lithograph effect after conversion, duplicate the background layer and change the blending mode to overlay which deepens the shadows, then apply a slight diffuse glow to the original layer which in turn softens the highlights. I find that this also works very well with toned images.
