I think the BSkyB decoders used to have a mesages light, or messages menu, something like that anyway.
It's some sort of set top box thats for sure, not convinced it's satellite tho, think it's terrestrial digital, like freeview here.

It is .... a Digital Terminal for cable tv .... and yes .. the light blinks when they send u a message regarding the latest changes etc .... they show up on the tv screen when u punch in certain buttons on the remote ... and the digital terminals are getting smaller all the time ....
