First off, resize it so that it's 800px maximum on the longest side, you should find an option for "Image Size" somewhere (under the image menu tab in CS2).
I don't know elements, but if it has "Save for web" under the File menu you can use that to really shrink the filesize down.
If you want to save the EXIF data you can "Save as.." and select a lower quality, this rarely affects what you see very much.

Not sure why people do that anyway? same as ask me first on editing photo's? we are all friends here and as such i would trust anyone not to take the mick by unscrupiously using one of my pics for their own gain,and as for the EXIF i find it dead useful sometimes....
