Default tripod

Has anyone used or had a look at a National geographic tundra tripod with the ball head, I am trying to find out if when the ball is locked of the head will still revolve to do panoramas like the more expensive heads, I already have a cheap ball head, and this does not, I like the look of this tripod, but need to know if I am going to have get a better head, which will chane my options.
