With that amount of money, you could easily get a good starter setup from Canon, Nikon or Sony. One big advantage with the big names is the range of accessories and lenses available allow you to really tailor your kit to your own needs. You can get own brand or cheaper off brand alternatives too.
You can now get a Nikon D40 and kit lens off Amazon for £299, a Canon 1000D for £380 or a Sony A200 kit for a crazy £283.
These are by no means your only option, but I'd say better than the Lumix you mention.
