What a heap of tack! (The building, I mean, not the photo) Good subject but I think you needed to be there just after sunset to get bit more light in sky, as previously said. Needed a bit more depth of field (higher F number)- you had it on f/4 - problem is you would need longer exposure than 1/13s, so would also have needed a tripod. Difficult to get right, isn't it? Nice try.
